RTCA is a private, not-for-profit organization that provides the Federal Aviation Administration (FAA) with consensus recommendations on key aviation issues. Brown served on the National Procedures Assessment Task Group of the Tactical Operations Committee. The purpose of the group was to provide the FAA with recommendations for processes and criteria to remove underutilized instrument flight procedures from the National Airspace System.

Brown led a subgroup that developed criteria specifically for Standard Instrument Departures (SIDs) and Standard Terminal Arrival Routes (STARs). Her responsibilities included facilitating the subgroup, presenting the findings to the larger task group, and drafting the appropriate section of the final report. She also provided technical input on the other deliberations and development of additional sections of the report.

“I truly enjoyed working with the National Procedures Assessment Task Group, with its diverse and highly experienced participants. It was an honor to be recognized for my part in the effort,” says Brown.

Berta Fernandez, Executive Vice President of L&B, recognizes Brown’s award. “We greatly value Lee’s contributions in support of RTCA and sincerely appreciate the acknowledgement,” says Fernandez.

As a leading expert in airspace design and in the evolution of air traffic operations, Brown has been consulted on or directly involved with most of the major airspace projects conducted by the Federal Aviation Administration since 1998. At special request from the FAA Associate Administrator level, Brown has twice served as a special liaison to the Air Traffic Operations Organization. She is also recognized as one the originators behind the FAA’s successful Next Generation Air Transportation (NextGen) effort, the Optimization of Airspace and Procedures in the Metroplex.
